My two cents... I'm one of those people that buys a run to Droknar's to get my forge armor as soon as possible, and a run to Lion's Arch to do some high-end weapon/focus shopping. I'm on my 6th character now, and I played through the "proper" way on my first two characters.
The problem that Whispering Siren identified isn't that people are buying forge armor at low levels -- it's that they are wearing it in low-level arenas, and using elite (or other "advanced") skills there as well. So with that thought in mind I want to state that I am very much against any sort of general level restriction on armor or skills. I stil want to be able to buy my forge armor and use it in PvE. So, if the problem of forge armor in Ascalon and Shiverpeaks arena has to be addressed, then I think it needs to be something along the lines of the checkpoint / arena-entry restriction ideas that were discussed.

I have to agree with what someone else just said. Anet BOASTS about their game being BALANCED and all. Yet, they have allowed this unbalancing of the Acalon and Yaks Bend Arena since the game started. And Amazingly they condone it. I sure see a lot of double talk out of Anet these days. What they hype to the public in previews and then what they actually do and say within the game. Swain even said in his last preview "at level 20 at which point you can ascend" well that's just a big joke isn't it. Cause you don't have to be level 20 to ascend. But, this is such a lost cause. There have been 1000's of posts concerning the imbalance of the Ascalon and Yaks bend arenas since I can remember and they haven't done anything to change it. So, if you want to compete in them, just get your run to Droks. (sigh)

Its been stated before and its a "clean" solution:
Once your char enters Yak's bend - that char is no longer allowed in Ascalaon Arena.
Once your char enters Lion's Arch or Dreadnaughts Drift - That char is no longer allowed in Yaks Arena.
Skills are leveled, Armors are leveled. And those folks that want to use the uber stuff for PvE - still can.

I was just about to post what bobrath suggested. Anyone who reaches a certain outpost/town in the game should be locked out of the lower level arenas. Yak's Bend is a good choice since characters need to enter YB to get over the Shiverpeaks. I think the second way point could be even sooner than LA - Beacon's Perch is a good one since that is the central point for the South and the West areas of the game.
I'm not against runners, or players who want to power up their characters early. I'm just against them using these super low levels in the arenas where they don't belong. Let the noobs fight it out in the high level arenas with their powered up level 3's and see how well they do then.

I'm sorry but thats just stupid. I used to be a "twinkie" but now I'm not but I still like the lower lvl arena's. Before lvl 11 I still went back there and played just without all the weps,armor and skills from higher places. What they need to do is lock the armor and skills out of the arena and limit the wep mods to what lvl you are like they do with dmg. If someone is in AA and they click the enter mission but have droks armor and elite skills then a sign should appear saying something like "You cannot enter the arena because you have equipment that is above the max requierment(sp)".

Frankly i dont see the point of having those low lvl arenas in post-seering or for beginners only.
They will only invited more greif, exploiters since there are skill unbalances, armor imbalances, etc. Even if one limits the armors and skills, veterans and rich kids will still have better items. Oh and beginners will be even more dissapointed when they cant get in for various reasons. The ascalon area should instead be closed down.
Have pvp arenas in Pre-seering, with diffrent arenas for diffrent lvls, then it will be more fair. That way people can quite early in the game decide which they like best, and not have to wait to until they go to post-seering

But how many folks out there are "honorable" like you? It too bad that you're part of a minority.
The thing is with any sort of armor/skill limitation there will be loopholes and exploits. How do you determine the level of a mod? As long as you leave these grey definitions of what would be allowed and not allowed, the griefers will search out the exceptions and use them. Make a black and white line and everyone is on a level playing field.
By using a location in the game, you are explicitly limiting the armor and skills a player can bring into the arenas. Sure weapons and mods can be brought over via storage, but they tend to have a lesser effect then skills and armor.
Additionally, as soon as the first of your characters runs up against this limitation (if it were implemented) and you wanted to keep going back to the arena ... your future chars would just need to remember to not enter Yak's - but ONLY if they wanted to participate in Ascalon Arena. In my mind its a similar choice to leveling up. Everyone knows that once you reach level 11 you're done with Ascalon Arena, just make it so everyone knows that when you reach Yak's, you're also done. Simple and Clean.

Heh, thought there might be a topic about the abuse of armors and elite skills in Ascalon and Yak's etc. Well..here's a little cookie for you of just how much abuse can happen when you have players with elite skills,awesome weapons,armor etc..

Now..granted..I went through like 3 different team setups..but being able to achieve Ninenty wins in Ascalon arenas is madness..the original team I had worked with to do this crazyness, eventually got split at 75 wins..here..

So, having "Dominate" abilities, kinda ruins it for some of the people who come to play/learn at those arenas, getting their feet wet and all. It may be fun stomping them at first..but the effect wears off, and you feel sorry for them :/.
Another idea I'd like to see, would be the ability to see the number of wins the opposing team has, sort of a flavorfull victory if you happen to beat a team with like 6 wins and you having just got on a team =).
And one last idea would be making it so that when you reach beyond the level restriction in a game, instead of letting you stay, why not just kick you our right after the match is over?
Well anyways..just thought I'd provide some 'proof in the pudding" pictures of the domination going on in those arenas lol.
